Order Policy
At Bloom OV, we take pride in crafting and delivering thoughtful floral arrangements with care. Here's everything you need to know about placing your order:
Order Cutoff Times
Next-Day Delivery: Orders can be placed up to 11:59 PM the night before.
Same-Day Delivery: Orders must be placed by 11:00 AM to make the daily delivery route.
Same-Day & Scheduled Orders
Same-day orders will incur an additional delivery fee due to logistics and staffing required to meet our 1:00 PM departure deadline.
Orders placed after 11:00 AM will automatically be scheduled for the next delivery day.
Substitutions
Due to seasonal and local availability, we reserve the right to substitute flowers of equal or greater value.
While we honor your chosen palette and style, no two arrangements are exactly alike.
Substitutions do not require prior notification and are made to maintain design integrity.
Duplicate or Fraudulent Orders
If we notice a potential duplicate order, we’ll contact the sender to confirm intent and cancel any unneeded duplicates.
Fraudulent orders are any orders placed using stolen payment information, false contact information, or suspicious activity meant to deceive. These will be canceled, reported, and may result in refusal of future service.
Special Requests
We welcome special requests! While we’ll always do our best to accommodate them, we cannot guarantee specific delivery times, exact flower types, or custom instructions unless previously confirmed in writing.

Bloom OV Delivery Policy
We’re delighted to hand-deliver your blooms with care and intention. Our delivery process is designed to ensure your flowers arrive fresh, on time, and as beautiful as they left our shop.
Local Deliveries
Delivery Days: Tuesday through Saturday. NO SUNDAY DELIVERY.
Delivery Times: Our drivers will depart the storefront at 1pm to begin daily deliveries. All orders are delivered between 1-5pm. We cannot guarantee specific delivery times.
Order Cutoff: Orders must be placed online by 11:00 AM for same-day delivery. Orders placed after that will go out the next delivery day.
Delivery Radius
We deliver locally and through out the Hampton Roads Area. If your recipient is outside our standard delivery zone, we may contact you to adjust or cancel the order.

We deliver Tuesday–Saturday, with delivery runs leaving our shop at 1:00 PM.

Please provide accurate recipient information including name, phone number, address, and any gate codes or delivery instructions.
We do not call ahead unless absolutely necessary to preserve the surprise.
If no one is home, we will leave the flowers in a safe, shaded spot during the winter months, and text or call the recipient to notify them. However, due to the nature of fresh florals and our local hot and humid climate, flowers will be delivered to the nearest indoor location, if the recipient is not available.
Missed Deliveries & Redelivery
If the address is incorrect or there is no safe place to leave flowers, we’ll contact the sender, or recipient, and deliver them to the nearest indoor location. A redelivery fee may apply if we need to return another day.
Floral Substitutions
Every arrangement is designed using the freshest seasonal blooms. While we honor your selected style and palette, flower varieties may vary depending on local availability.
Special Notes
We do not deliver to hospitals, Cape Charles, or military bases at this time.
During major floral holidays (Valentine’s Day, Mother’s Day), delivery windows may be extended.
For funerals or events, we recommend placing your order at least 48 hours in advance to ensure availability and scheduling.
Please provide a phone number for the recipient — we’ll call/text before we leave flowers in a safe spot.
If no one is home and it's not safe to leave them, we’ll contact you to reschedule or arrange pickup.

At Bloom OV, we are committed to sustainability and transparency in our floral sourcing and design. Here’s how we stay grounded in our values:
Local First: We prioritize blooms from local flower farms in Hampton Roads and the greater Mid-Atlantic region.
Seasonal Design: We embrace the natural beauty of each season and source flowers accordingly to the best of our ability.
No Floral Foam: Our designs are free of floral foam, a non-biodegradable microplastic.
Recyclable & Compostable Materials: We use compostable wrappings, glass vases, and recyclable packaging whenever possible.
Responsible Off-Season Sourcing: In colder months or during weather-related crop shortages, we partner with small, family-owned local wholesalers who provide imported blooms. Our goal is to support the local economy while meeting seasonal demand. When necessary, we may work with larger wholesalers. However, Bloom OV only partners with suppliers who are verified to uphold sustainability standards, use responsible farming practices, care for their employees, and maintain full transparency in their operations.
Waste Reduction: We minimize floral waste and compost floral scraps through local green initiatives.
Because beauty shouldn’t come at the earth’s expense.

Refund & Cancellation Policy
Satisfaction Guarantee
We stand behind our work. If you’re not satisfied with your floral arrangement, we’ll replace it or issue store credit.
Please Note:
Refunds are only considered for damaged gifts/flowers, unused gift items, or incorrect orders.
Delivery fees are non-refundable.
Replacements must be picked up in-store unless prior conversation with our store manager authorized delivery in our system. Redelivery is not covered by replacement policy.
If a return requires shipping, the unused gift product must be in its original packaging; shipper must prepay shipping charges and insure the shipment, or accept the risk of loss or damage during shipment. We have the right to refuse any returned product shipped C.O.D. or lacking approval
To request a replacement or store credit, contact us within 24 hours of delivery via our contact form or email customerservice@bloomov.com.
Cancellation Policy
Standard Orders: Refunds will be issued for cancellations made at least 48 hours in advance of scheduled delivery.
Same-Day Orders: Cancellations made after the 11:00 AM same-day cutoff will not be eligible for a refund but will be issued store credit.
Event/Wedding Orders: Cancellations and refunds are subject to the terms in your signed event contract.

We are not liable for delays due to weather, supply chain issues, or events beyond our control. We will make reasonable efforts to fulfill all confirmed orders or offer alternatives where necessary.
